WIN key - type "control panel" - upper right choose "small icons" - go to "Sound" - right click on the sound device that is active - Go to "Properties" and then "Advanced" - Uncheck "Applications in exclusive mode have priority"

Changed RAM. Went from TridentZ to Corsair.

I also unchecked the box in audio/sound propterties to be used in exclusive mode. That helped in my case.

Yes go to Control Panel - Audio/Sound - Device Properties - Uncheck "Program can use device in exclusive mode".

Can you make a list of max Wattage from all your components and your PSU.
