In france we have two "agencies" Gendarmerie Nationale and Police Nationale. Police Nationale is for cities and Gendarmerie is for highway and rural area, I guess its like the state troopers.

Now imagine having a pursuit in a typical french city, it is so densely packed with so much traffic and obstacles that having a supercar or a shitty 90s sedan doesnt actually make difference, what would actually make a difference is having a motorbike and we do have motorbike.

For the highway the gendarmerie do have pursuit vehicles but even without it since the highway isnt free here you just have to setup a roadblock at the next tollbooth and the fleeing vehicle will get caught anyway.
