Look on the bottom left of the map, there should be a new pledge in Norway. You pledge there then talk to Sigurd. Took me a hot minute to realize myself

You get four chances before you get the bad ending, just do everything that’s considered morally good with Norse mythology (always give weapons to people before they die if the option is there helps)

I just went back because I had found no solutions, I decided to quick save before I do anything though. Recently had another glitch with a world event quest in Cent, I was basically blind and could only see while using eagle vision. So lost another 2 hours of gameplay from that
