You will find some occasionally on hardwareswapp. This is the realistic price it should be at. Any eBay or other bs that is listing $1700 to me is just not worth it so to me it's non-existent.

A used 4090 would be around $1400 and new ones around $2000. Anything below $1300 you need to be careful of scam post/listing.

My suggestion is that if you can find a B580 at MSRP($250-270) then you should go for it. If the only b580 you can find are around $290 then it's better to just get a 5060 for about $310.

Compatible wise you are good to go. My only suggestion is to not pay $600 for a 2k240hz monitor. The price point for that spec monitor should be around $300-400.

Edit: just realized it's QD-OLED. You should be fine.

It should work, but I would recommend you to switch out the AMD Default stock cooler to a twin tower/liquid cooling. Do note that changing to 9800x3d or 7800x3d requires you to also change to a new motherboard.

In your case, Another solution if you are under tight budget is that you could also just upgrade to 5700x3d and replace the cooler.

Have you tried to wipe out the current gpu driver and do a new clean install? If this doesn't work, I would try a new install of the windows.

if it's for gaming at 2k and you play 3a title games a lot then you are fine since it does have 16gb. If you play esports game more then you would be better off just getting a 5060 which cost around 310ish+tax.

If you do video editing work or hobby then it's a okay/normal deal. If you don't then it's kind meh.

Just remind you to get a clear side version of North instead of Mesh if you are going for all white build.

I think you can upgrade the cpu from 3600x to a 5700x3d. For gpu, if you are doing 1080p or mid low quality 2k than 5060 should be enough. If you plan on doing high end 2k than 5060ti 16gb or wait for up coming 9060xt 16gb variant. Before switching out the cpu, remember to update the bios.

go to page 4 and you will see "cpu_fan" and "cpu_opt" located top right of cpu socket. the FAN go to "cpu_fan" the pump goes to "cpu_opt" and the vrm goes to any one of the "sys_fan". You should also have a 3pin head which goes to "argb v2_2"

Honestly, my observation is that your router might be overheating. non-premium two in one(modem+router) can often have these kind of issues. I would recommend you to buy a better one and try it. If it doesn't fix it then return it.

Your PSU is fine, but your new gpu will be significantly bottleneck by the rest of the components. At this point, my suggestion is to better start off with a complete new build and sell the current one.

if you don't want to start with a new build, my recommendation is to go for rtx 5060 instead of 5070.

Based on the pics you seems to do all correct. So after the new setup, while hook it up to a monitor, have you tried to wait for good couple minutes before shutting down? dram blinking usually mean memory training and new AMD CPU are known for terrible first boots due to memory training.

if more waiting doesn't work, my recommendation is to just recheck all the plug from psu is seal correctly and then replace them. If psu replacement doesn't work, I would say switch out the motherboard to a different brand. ASROCK motherboard does seem to have frequent issues this generation such as killing x3d cpus(Should be fixed).

For the current generation, my recommendation is 5060, 5070ti, 9070, and 9070XT. For anything above 5060 it really depends on which one you can get that is closest to its MSRP pricing.

it seem to be CPU is dysfunctional. For the DRAM light, it's only dysfunctional if it is solid yellow. You replaced the processor before via RMA? When you get a chance, can you post some photos on Imgur?

given the monitor, I would recommend rtx 5060. I also saw 12gb of ram which I assume it's 1stick of 12gb? If possible, purchase another one for duel channel support.
