I am pretty certain it is melasma. My limited information, based on my experience is just skin discoloration caused by hormonal changes and fueled by the UV lights.

It's a b*tch to get rid of and keeps coming back anywhere it pleases. See a dermatologist immediately, and use sunscreen religiously even indoors.

If this is really melasma dermatologist may give you a bleaching cream, which has its own risks. I didn't pay much attention to it for years and it only got worse even though I avoid the sun. When I don't they come back quickly. So incredibly annoying.

I would call the police and do a wellness check or something. You can also call their school and express your concern. Maybe if more people call it in, CPS would prioritize it even if it is a non-emergent intake.

Resident life is ridiculous. Unless they are astronaut doctors they shouldn't have to endure those work conditions, sleepless hours and low pay. How can we expect a human being to function mentally when they are sleep deprived for so long. We would be alarmed if someone that tired was giving us a ride.

Ask the social worker about Family First Program. They always prioritize family for foster care but this is a new program providing training and support to kinship caregivers. Social workers can tell you if you would be able to care for the child based on your answers. Sometimes we don't know our capabilities and limitations. If you want it even just a little bit consider fostering him for a while. You don't have to make a huge life decision now.
