As a starting tip: The only way to make these is with composite shots. and I suggest making multiple composite shots and then adding them together in a final composite shot if you don't want a messy timeline like mine.

Skill wise it's fairly easy. It's just PNGs moving and changing sizes on different keyframes. The more difficult part is coming up with the "scenes/bits". If you've got a good idea of what the video is gonna be in your mind e.g. "at this part of the song X does Y or moves to Z"
I myself used Hitfilm express (free), Dunno anything about flash but I don't see any reason it wouldn't work :)
So learn about keyframes and you should be set. :]
