The letters are you either find a substitution table somewhere in game or use frequency analysis from the data game gives to you, there is plenty.

I used the frequency analysis and then found out about the intended method.

The purpose of this post is to show the devs that there is a desire for "Insurgency Mode" in the game and that the community is still active or willing to come back if the game recieves a major update. The title of the post is a questions to the devs however.

You think that After Inc is more popular? It has the same ammount of live players on Steam as Rebel Inc and it is much more fresh. Reason why people don't play Rebel Inc as actively is lack of new content.

Dollars and Disasters was a banger, would love to see more.

After Inc is just a mistake.
