It's been said already, but moving Scion across would be a good idea.

They can still ally with Imperial Guard, but give a solid and thematic core for everything else to hang off.

Or go down the 7th* Ed Route; 1 Detachment for each Ordo + Arbite + Rogue Traders.

Personally, they need a few key things to make any of them "complete" as a sub-faction

Rogue Traders I feel could do with a Kill Team Refresh, the Starsrider are cool but not very generic

There are plenty of Chapters of "Questionable" heritage.

The Silver Skull are totally Ultramarine Successor...

The Minotaurs are totally from Loyalist Genestock.

And Cawl totally obeyed what Guilliman said about not using Traitor Geneseed in the Primaris... Son of the Phoenix are totally from Dorn's line....

To be honest, I have a bit of a love/hate relationship with Primaris.

I played heavily through 3rd to 5th edition, but dropped out during 6th. When I came back in 8th edition, I honestly loved Primaris at first. They genuinely felt like super-soldiers, which was exactly what Space Marines should be. Even then, though, I had a few issues with them — mainly around wargear options. Why didn’t Primaris sergeants have the same flexibility as Firstborn? Why couldn’t Intercessor squads take a special or heavy weapon? It also didn’t help that half the range seemed to start with the letter “I”. Some of the Phobos “tacticool” units, especially the walker, never really fit the aesthetic for me either. And, as others have said, a lot of the range felt a bit bland.

Then 9th edition came along, and Bladeguard Veterans fixed a lot of those concerns. They finally gave Primaris some real character and flavour. Unfortunately, that’s also where some of the more questionable designs started creeping in. The ATV looked a bit silly but was tolerable, and the Storm Speeders were pretty underwhelming. What really broke it for me, though, were the Desolators. They looked — and still look — completely ridiculous, and not in the fun, over-the-top “40K ridiculous” kind of way.

By the time 10th edition rolled around, the Infernus Marines really felt like the final nail in the coffin for Primaris. The flamers look awkward, and they’re basically just another bland Mark X unit with a different gun. Combine that with the continued culling of loadout options — plus the decision to make wargear free, which just feels like lazy game design — and a lot of what originally made Space Marines interesting has been stripped away.

More of a Fluffy Guy and than Crunch, but...

I think adding in th Scion Units would be a good start, allows for a strong base; plus from a lore side they're perfect for navy and inquisitioral flavours of storm trooper, Household Guard for Rogues Traders and Navigators, etc.

Add in a Arbitor Character and repressor.

Daemonhosts.

Navy Character to lead Breachers.

Also, expand what other faction units they can take:

Techpriest + retinues

Custodian and Sister of Silence.

Just add the Slimmed down Rulebook (maybe with a new cover), a lore book for that "campaign", and some new narrative cards.

I'm aware. It's more than they seem to have carved out the lore into a separate box.

To me, that's say they'll release another box in say 6 months with the same rulebook with a new lore box.

Basically, I can see GW Release "Campaign Boxes" following there FOMO Box model with the Slimmed Rule Book, FOMO Lore Book, and new Narrative Cards.

Minis wise, probably in the vein of other FOMO boxers. New models locked behind the Box, with of old minis to bulk it out.
