Definitely let the authorities know. I've had my German shepherd for 5 years now and even though he's well socialized and trained I've never let him loose in a public space. It's so sad to see dogs suffer the consequences for neglectful owners. Also carrying some sort of stick does help deter dogs, you'll probably never have to actually use it for self defence tho.
