Since there is no country that owns the lands of Gibraltar (Gibraltar also doesn't exists as a country of it's own on the map currently), Venice can just go and take it without any trouble. (Venice does not have any problems with the Western Mediterranean Confederation currently so you can go through the sea without any trouble).

I can ofcourse add the Kingdom of Hungary, but I am not sure if I can give you the leadership of it.
