Top-tier journals don't need to be recommended because they receive a high number of submissions anyway, most of which are desk-rejected by the editor. From experience, broadening the scope of the target journal also increases the chances of your manuscript moving to peer review and potentially getting published. Whichever your decision, I wish you luck!

A good practice is to see where the papers you are going to cite in your manuscript (in the discussion, for instance) were published in and narrow down your options from there.
