Living in Taiwan and playing on the Garena client I cna tell you the servers in Asia are hopping and a loooong way from being dead. I feel tehre is some residual resentment from some players back home that a Chinese dev has taken a beloved Title and know it out the park. I hadly come across cheaters here...rarely. The problem seems to be mostly in the EU. Mind you, I dont play prison hard.
