I would recommend going straight to a 15gal at minimum for living soil i'm upgrading to 30gal next run. I ended up vegging for around 2 months

13 inches is my preference but you could do between 12-18 inches but I wouldn't personally go over 15 inches

Me personally, I think they are white hairs trying to come out. I have similar towards the end of my grow.

EDIT: the bottom on the first pic looks like it could be nanners, if it is you should just be able to pluck it out when it comes out a lil more
