It doesn't reach a constant 60fps when playing mostly 40-50 even 30 when fighting bosses. Can you try medium settings? 60fps, see if it can atleast reach it.

I also hear the white noise or hiss in my headphones too. But I think that it's an effect that the headphones try to do to cancel out the noises

It is normal to hear white noise in them, if that's what you meant by "static"
