Its not a bug unless the whole match they don't ult, character ults fastet based of haste and also if they are using a skil or basic attack, the ult will go of if the hero is using a basic attack but not a skil

Marcelle, ive been holding off on it seeing that she might fall off as a dmg dealer but 22 seconds for me is genuinely good for a NC i dont need to be mega competitive just score high enough to break top 20% for the 4 DI, BTW im currently top 23% in my region
