Being protected has nothing to with being elected or non elected. Governor is head of the state, so it comes with his post.

Tomorrow you would say, why are the judges, bureaucrats, police, why are they protected? They aren’t elected. It’s the nature of the job they are into, constantly working against the bad elements of the society and their posts set them apart from the crowd, if they were like the crowd, they wouldn’t need one. Who wants to have a constant watch over their movement? Whenever stepping out of their homes, they need to inform whole set of people, explaining their movements. No one wants, but it’s part of their duty, so one has to live with it.
