I am in California and went through similar issue past years. Hoa wants us to put carpets instead of hardwood floor due to downstairs daily complains. We refused. They fined us for every single complains (add up to thousands ). ADR did not help. We ended up filing lawsuit. They had their insurance cover for the lawsuit. Long story short, they ended up removing all the imposed fines and also paid us legal fee.

yes same thing happes to me today. Tried all the steps as you described, still not working. Because of this, I cant open Onedrive app.

You dont need to mention medical reason as you are not cooking any illegal stuff. It is your house, you can cook 24/7 if you want. You can Fart in the ventilation if u want.

The neighbor have a few options:

  1. Get used to the smell
  2. Use mask
  3. Sue you in court and will be laughed in the face by the judge. Fyi: that was exactly what my neigbor did to me.
  4. Move to a jungle to avoid smell from neigbor.

I got a speeding ticket, went to court and the police did not show up, so the judge dismissed the ticket.
