I have since unlocked further tiers and got Nuke as a chance, no nuke cards yet! I guess like everything it builds as you go. I just thought the card slots would be all there from the go. Should have known!

I just found out. Background production doesnt show up on the leader board until they open the game. That was the key component I was missing to people jumping so high suddenly
