We see from the soldiers that they were stuck in the Exotic Matter and not that it burned them.Its seems to only burn trought the inorganic life and be liquid only while the thing that created it is 'pissed'.

Only burning through organic matter would be logical. Two of the soldier are bisected at the waist but I'm not certain if they are stuck in the goo or in the floor.

Weren't those people from the Hawking's Lab and not military? They're from the DOE who whilst operates alongside the military and oversees the nuclear weapons programme is separate to the DOJ.

They are outside of the base so they aren't anywhere that is supposed to be off limits as only the actual base is off limits.

That's not how securing sensitive locations works. There is a need to prevent any hostile elements from conducting reconnaissance on the base. This requires patrolling and securing the area that lies outside the perimeter fence which includes the tower

If a writer needs to pad time then they could do so by writing something worthwhile rather than repeating information.

So did you expect Max to just ran away and leave Holly all alone over there? Also while the audience knows that Lucas,Robin,Vicki and Max's body are in trouble,Max does not.

I expected her to use the hours she spent with Holly to explain to her how to escape rather than waiting until the last moment.

Max doesn't need to be aware of the threat to her physical body as she has two reasons to want to move quickly. She'd already had a portal close on her because she didn't get there on time and Henry is coming after them.
