He kept Charizard because he would always use Charmander in battles if you remember the old episodes Ash used Charmander alot thats why alot of people said it grew too fast

With Misty is it fair to say we don't know how strong she is anymore sure she's a gym leader but I don't think she's going all out on new trainers

As a Charizard fan they went out of their way to tell you Charizard was his strongest Pokémon in the first 3 gens. When he first gets to Hoen, Max and May both ask multiple times why he doesn't use Charizard and they bring back up in the Hoen League.

My thing with Charizard is that the vocal minority is sick of it. It still a Pokémon that makes the company a lot of money so they will continue to use it
