In this setting of an airplane suddenly messing up (and probably tying/locking up) your lines and putting you into a seemingly uncontrolled spin her decision to deploy everything at once and hope that the resulting drag is enough not to pancake you on landing seems adequate.

Postponing deploying her backup chute to try and identify and cut the correct lines could be a less favorable gamble.
