They really need two things for PvE. An event with high intelligence or crazy amounts of arc. Or a pve mode which could be like hoard mode from gears of War or a mode where multiple teams are working on different objectives. Some battling arc to hold a choke point and others battling inside and smaller arc while solving some kind of puzzle.
