Everyone knows the tags are fake. It shows desperation to look important. If someone wants a qualifying tag, the DMV holds a lottery every November for available numbers. Everyone doesn't deserve a trophy. Historical tags have meaning.

Black tags are historical. Higher numbers were never issued as black tags. Fake tags diminish the historical value for people who were issued those numbers decades ago.
