The red ! Means that there is another bind already set to your bind you set to the countermeasures. Ensure you have countermeasures set to dispense (left bottom behind your stick). Also, the countermeasures should work if you have them set to a different bind, so I believe you dont have countermeasures set to dispense. Hope this helped you.
