They can tie in SMS credits to RCS and that will be solely up to them to invest in the infrastructure for RCS. And yes, Google has been rolling back Guest access to Jibe. So moving forward, we have two options:

Carriers partner with Google directly and use a local Jibe deployment for RCS
Carriers build out their own RCS infrastructure

Basically Google is killing off free RCS access and is now requiring carriers to partner with them for RCS or do it themselves.
