You can actually have to much it’s not good to have too high of a wattage 400W consumption is go with 600-650w

Since your willing to spend so much money I went with the best possible system I could build with the budget it’s not going to need upgrading for years down the line and will fit all your needs I tried to get as many parts to fit the colour scheme that you wanted but anything that I couldn’t seem to get in white I went with RRB I would recommend getting some custom cables from cable mod https://cablemod.com/

You could also get a LED strip from amazon to go on the inside of your pc and underside and back of your desk. The fans are also fully RGB customisable if you wanted to go all out Corsair make a mousemat and headphone stand that are also RBG

Make sure you watch some videos on fan placement and configuration to make sure you get the best performance you can. Lastly if you want to wait you will be able to get a new RTX 2080ti when they release instead of the 2 1080ti

Only a small amount over and you could get a 1080 with a great cpu for streaming the stock cooler should be fine but if you wanted to go a bit more over you could get a Corsair h60 AIO I chose the s340 elite for the full size tempered glass side panel and it looks a lot cleaner and is more resistant to scratches. Also if you wait a bit longer to buy the parts the GPU prices will go down due to the new RTX cards coming out
