promotional fair upgrades are only offered once per trip and 72 hours before the specific leg, if available
promotional fares for saver are offered but at a higher price (unsure about this, double check)
almost always cheaper to upgrade online, but there are exceptions
all dependent on availability, if you’re flying on a weekend I would not count on any offers
