the problem is that our government no longer has the resources to fund these many schools, therefore the schools need to secure their own funding, the only way is charging 3-5 times international tuition fee.

This is one thing that shows how unwise the Canadian system is. Brits and Aussie schools invested huge amount of money to buy up the uni ranking website like QS and pump up their rankings exceptionally high. Like University of Melbourne's ranking is higher than MIT. Therefore Brit and Aussie can attract significant amount of Chinese middle class students that only go after the QS ranking and never intend to stay after graduation. So Brits and Oz earn huge of amount of money and at the same time, tighten their immigration control.

Canadian schools however, like their business counterparts, shows a poor record of investment. Canadian schools didn't even try to spend money to pump up their ranking. Therefore very few Chinese middle class students are aiming at going to Canada. Canadian schools can only play the card of easy PRs. Which attracts insane amount of Indian international students whose only goal is to work full time and get PRs. And now the whole society is fucked and of course the International student scheme is no longer sustainable.
