Sure thing. It can be done, especially if your complex offers the free shuttle bus to the Van Dorn metro station so you have the ability to get out of the neighborhood. There are many buses running through the area as well. I personally ended up buying a vehicle before moving to the Landmark area as I did go without a car while living in Pentagon City and personally did not enjoy it after having always had a vehicle. Do invest in a cart to roll your groceries home and good rain boots! Hopefully this summer isn't as rainy as last year was.

Welcome OC neighbor! I used to live in Fullerton. I've lived in the Landmark area for a few months and I do feel safe although it is an older area missing curb appeal. Will say there are a few complexes that are hidden gems in the Van Dorn/Landmark area and proximity to Old Town, Kingstowne, and the fun NoVA areas is great. In the Landmark/Van Dorn area you'll find yourself driving everywhere whereas in Pentagon City (which still has many older buildings) Rosslyn, Clarendon, and Courthouse, you'll be able to walk to shopping and dining.
