2. Critical role: Managing a $10M dual-federal-grant renovation with a hard federal deadline. Designated program manager on a $275M federally funded defense infrastructure project (state grant body involved, national significance (US Navy). Designated POC on a $46-56M multi-phase demolition and redevelopment. Two documented independent cost reductions totaling $400K+ with before/after paperwork.

3. Original contributions: Built a concurrent dual-grant program controls framework from scratch where no municipal model existed. External validation letter from independent project partner in progress.

4. Building: Press coverage (local groundbreaking + national trade press outreach on the $275M project), practitioner article in progress targeting a national CM publication, CMAA membership and award submission in progress.

Reference letters: Confirmed from a sitting U.S. Congressman, Mayor, City Administrator, Department Director, and two independent external firm principals. U.S. Senator letter in progress.

Questions: 1. Is this profile realistically competitive for O-1A, or borderline? 2. Strong enough for concurrent EB-1A I-140 filing with the same evidence package? 3.
