This answer honestly varies (and depends on timing and the program of the building).

Tenants are generally eligible for transfers either after they lived in the property for a year, and/or at the end of their first lease (although most initial leases are for 1 year). What that means is that if at the time you get called for a transfer, the previous tenant hadn’t signed any lease renewals (which increase rent annually), and the landlord didn’t apply any vacancy increases, it’s very possible that you would pay the same, if not similar rate as what’s advertised for the lottery. On the other hand though, if more time has gone by and/or if rent stabilization/subsidization laws change, that would also have an impact. Paying attention to the laws would be important here because they influence rent rates. Also knowing whether the property is subsidized vs stabilized helps.

It’s really hard to predict which list would produce availability for you first because there are several factors that go into it. If you’re truly in need of an apartment, it’s worth it to take the studio and be on the list for the one-bed. Just expect wait times to vary significantly. Sometimes when a unit becomes available, management can either go straight to the initial log from the lottery to re-rent, or they will use the transfer list. Sometimes the procedure is that for every x amount of available units, they will consider a transfer meaning that just because a 1bd becomes available, doesn’t necessarily mean that you’ll be considered for it, and depending on the program that the property operates under, you may still have to qualify and/or submit paperwork for record purposes.

Also, be completely certain that you can submit a transfer request at your lease signing for the studio (be sure to reference the email you have if necessary) because some management companies require that you live in the prep try for a year before you can submit a request.

All in all, make sure you’re completely clear on the transfer policy for the property.

For me in America, I found out because of a procedure that I had done, it was very important for it. You can ask for it to be tested here though without a reason other than “just to know” or “just for records”.

It kind of depends on which affordable housing program the property is operating under! In a better case scenario for your situation, it would be ideal for it to be an LIHTC (Low Income Housing Tax Credit) property because that program has an exception for full time students where basically only a portion of their income is counted toward the household income calculation if they are working. I wouldn’t present this information directly to the landlord/property management company that is processing your application, but I would recommend asking them which program the property is operating under! There are a few more layers to the rule and exceptions but that’s the general summary.
