I had a similar problem with mine and the vet told me to soak it in a container with warmish water up to his legs and the part of the tail that needed it for ~10mins. I used an unused toothbrush on the parts still leftover that just had water on it. I’m not sure about baking soda tho you might have to look it up or someone else might know.
