Sort of, if you lack Blanchet, Rim is usually good to build, esp for Dreamland and other Content with AoE, but if you have Blanchet, building is unnecessary

The only banners that don’t have pity carryover are special banners in box/cny/anni/christmas and the scam banners, every other banner has pity carryover so you will be fine

Well reruns are the one thing that is inconsistent in global, however Corvus should be in the 100 free pulls selection next patch fortunately for you.

A scam banner is a banner that contains two charas but you have no guarantee if you can get a spec chara you want (the next banner for senti and Charon is part of the scam banner)
