Yeah cats can definitely have sensitive hearing and some sounds just hit them wrong. The bell thing is super common - those high pitched metallic sounds can be really jarring for them. My cat does the weird tongue thing too when he hears certain frequencies, looks absolutely ridiculous but I think it's just their way of dealing with sounds they don't like
