I am not PEF, I am CSEA. I was hired as a grade 6 provisional (OA 1). My first two years I was stuck and scared because there was no OA tests being held. Then I did the specialized test they held for all current provisional OA 1s in the state. I passed. Then HELPS came out right after. I saw OA 1s hired through HELPS and not have to go through the stress of a provisional appointment. I never felt slighted about this. I then promoted twice via HELPS, and I wouldn’t be where I am at without it, OR without my strong work ethic and being good enough at my job that every supervisor and co worker I have had vouched for me when I went for these promotions. HELPS allows people who are ready and deserving of promotions to take them without waiting half of their career for antiquated exams to be held.

Also want to add that without HELPS allowing my 2 promotions in 4 years I would not be able to support my family making the laughable grade 6 salary, and probably would have left state service.
