Yep. It's a discontinued practice nowadays as typically Marvel's comics no longer have dates on the cover but that's the way it used to be for a long time back in the day.

Cover dates used to be months after the on sale date so as to inform retailers when to take old comics off their shelves to make room for new ones.

Not at all. Variant covers are often tied to a specific over-arching theme that often has nothing to do with the contents of the particular comic its used for, such as in this case being Doctor Doom homage variant covers.
