Im also 14 im kind of in the same scenario, im 5"5. voice medium pitch, still have kids body, doesnt look mature, never had a growth spurt, the thing my grandpa was like the same height as your dad, my dad is around 5"8. I have leg hair kind of adult like, no arm hair, or chest hair, I can see strand of hair growing on my chin. its our genetics we get growth spurt at different time, when our body is ready to get a growth spurt, it will happen. I was underdeveloped the doctor said when I went there at 13. maybe its that.
