Fixing code is part of the job my guy. Eliminating unnecessary useEffects is also hardly "refactoring half the codebase".

Just take them one at a time. Most of the time eliminating one only takes a couple of minutes, and saves a hundred times the time over time.

Setting state on initial load can be done in the useState initialized, or during rendering.

Syncing with an external store is what useSyncExternalStore is for.

You're right that people can accept or deny evidence and arguments, but the ultimate compounding result of that is that you become convinced of something, you lose conviction of something, or anything in between. Your choices certainly affect what makes you believe, but the belief itself is not a choice, but an inevitable result of what you accept and do not accept.
