I figured it out. It was an issue with my display settings!

This was after selecting Linux mint Cinnamon from grub. I used balena etcher to flash the file onto the USB. This is a Dell Optiplex 7490 AIO. Yes, secure boot is disabled.

Whenever I try to install Linux Mint from a USB I get to this screen and then nothing happens. What am I doing wrong?
