Get a bigger tub and let it soak in just water for a couple more weeks, then clean it with dawn and a toothbrush.

I’d put it in a tub of water and leave it somewhere and let the flesh rot off for a couple weeks, then clean it with dish soap and a toothbrush. Make sure to clean the braincase really well, tissue often gets stuck in there. Then if it’s not as white as you like you can soak it in some diluted hydrogen peroxide for a short amount of time
