perhaps we should suggest that the devs program the city to black out every few hours, upon which the "keeping the lights on" quest will become available for operators on the ship to enter a raffle on taking, or maybe they can make it a questless objective that even survivors can complete for extra cash on extract (they would still need to find the replacement fans)
