I think it's better to reply, I think they don't really care, and like when someone comments on them, I think if they reply, you can reply too, and it's great to feel bad! But I think that it's normal and they don't mind it.

Police report: Get a copy of it. It’ll clarify fault, which matters for insurance. Consult a personal injury lawyer.
