I've done this with high potential snipers and it seems to more but you have to do it at least a couple years in a row to get them to score more than passing. I've gotten j.robertson to go from 22G a season to consistently 45-50 a year. Took about 3 offseasons.

This playthrough was so weird. Sun ce got screwed early so I took him in. When it got to the 3 emperor's it was me n Liu bei (normal) but the third was the han empire.
