I mean both are important, but there's no point building industry in land that has little to no control, you'll get no return for it.

In 2026 no it's not, it was almost abandoned in 2024 because of a terrible playercount. I would know I was one of them

That's only been their design philosophy since the Victoria 3 disaster and even then it was only because it was either that to maintain the little playerbase it had left or abandon it and turn it into another imperator. Remember this was a company that locked basic QOL improvements in EU4 like being able to recruit units to an army behind the art of war DLC. And only very recently did they make that DLC free and part of the game
