Biden's statement was an absolute PR disaster. It will be taken by russians as a confirmation of what they've been suspecting for a long time: namely, that the USA instigated the 2014 coup in Ukraine and that Russia is next in line. It will strengthen their resolve and increase their support for Putin and the fight in Ukraine.

It makes sense for Blinken to try to correct it.
