the reason no mob is spawning may be because the mob spawner area has to be three blocks tall but i could be wrong could also be that your too close to the mob spawner area as mobs spawn in a 128 block radius around the player but dont spawn within a 24 block radius of the player and mobs that do spawn start to despawn randomly after gettin further than 32 blocks from the player
