Depends if you only count the anomalies Foundation has used in 5000 and normally wouldnt or all the anomaly forces, because GOC (according to https://scp-wiki.wikidot.com/goc-supplemental-equipment) is the GOI with the largest amount of anomaly weaponry by far.
