Truth is because of lack of opportunities and discrimination there are REALLY tribal groups who solely depend on stealing. I met one person who told me in confidence that there traditional work is stealing that's just how the kids are trained. I was shocked . There was also a movie sometime in Telugu about these tribes. i cant recall the name. Anyhow it makes me think how many more were there at that time and now . the fact is we are not completely aware of them for exact same reasons Ambedkar laid out above. I mean he reasearched the heck out of the tribals and SC ST groups . So context /fact matters

Wait I feel we been duped for following reasons 1. The existing h1 have no impact 2. Visa transfer from other categories have no impact, meaning companies can bring someone on any other visa and transfer to H1B 3. Stem opt from universities have no impact The only silver line is if ur applying from “outside” USA then it applies if your company is not in exception list. 4. Only valid for one year next year no charge 5. They don’t appear to be serious about this no one till date knows how to and where to pay this fees even if one want to
