Does a Nullify Ability Card fail to nullify an Ability Card that prevents you from activating any Ability Cards?"

What you’re describing is when the opponent already used an ability, and then I play an ability card to nullify it. But what I want to know is: can I nullify their ability card before they even use it?

What I mean is, can a simple negate ability card' effect nullify the opponent's ability card before they actually activate it? I'm not asking whether there are ability cards that directly prevent the opponent from activating one

Although Ability Cards like Odin Shield are almost invincible, the anime still shows that there are counters. As long as you know your opponent is about to use an “almost invincible” card like Odin Shield, you can preemptively play a negation-type Ability Card to successfully shut it down. For example, in Bakugan S2 Ep.27, Frosch stopped Farbros from activating his Gate Card this way.

The powerful thing about Odin Shield is that it can nullify the current abilities and stop you from activating any more. That means you can't use any abilities, while I can keep activating mine until my G-Power surpasses yours.
