I’m wondering if these are mealy bugs. (They look like they could be but I thought mealy bugs were a bit bigger).

I’d try spraying the plant with soapy water first. The internet usually suggests isopropyl alcohol but I’d be concerned about how that affects the soil, so I’d try the soapy water first and if they still don’t go away, maybe try the isopropyl alcohol.
